The Director of Finance oversees the purchasing activities of the Township. The Purchasing Department administers the centralized procurement of goods and non-professional services and is charged with the responsibility of securing quality products and services consistent with the effective and efficient operation of the Township’s departments at the lowest possible cost.

This is accomplished through competitive purchasing practices consisting of publicly advertised “Invitations to Bid” and formal or informal quotations. Current statutory requirements mandate public offerings for all purchases over $23,800.

NOTICE TO BIDDERS

South Whitehall Township is soliciting bids for the following:

BID #2025-08

41 STREET WELL SITE 4-LOG PIPING IMPROVEMENTS

 

A mandatory pre-bid meeting and site visit will be held on October 30, 2025, at 10:00 a.m. at the 41st Street well site station located at 4050 Chew Street and 41st Street, Allentown, PA 18104.  Attendance at the pre-bid meeting/site visit is mandatory for a bid to be considered.

Online sealed bids shall be submitted via the PennBid Program until 10:00 a.m. on November 11, 2025.  Paper bids will not be accepted.  All documents and solicitation details are available online at no cost except for any fees that the successful bidder may be responsible for paying directly to PennBid – https://pennbid.bonfirehub.com.

On November 11, 2025 at 10:00 a.m., South Whitehall Township will receive the sealed bids and open them online, with results being made public via PennBid.

A bid security in the amount of ten percent (10%) of the bid price shall be submitted with the bid.  A performance bond of one-hundred percent (100%) shall be submitted within ten (10) days from the date a bid has been accepted.

Funding for this project is provided by South Whitehall Township local funds and by grant funds award to the Township by the Commonwealth of PA Local Share Account Grant contract #C000094124.  All work provided by the contractor awarded will be in compliance with the grant requirements included in the bid specifications.

This project is subject to Pennsylvania Prevailing Wage Act and the prevailing wage rates are incorporated in the bid documents.
