🧩What is the Blue Envelope Program?
A free initiative—started by Lehigh Valley Health Network in partnership with the Lehigh County Chiefs of Police—to help drivers with autism spectrum disorder (ASD) or other communication challenges during police traffic stops.
⚙️How Does it Work?
Get a Blue Envelope
Available at South Whitehall Township Police Department, other local Lehigh County police departments, and LVHN-affiliated primary care offices (Pediatrics, Family Medicine, Internal Medicine). You can also request one via the LVHN website.
If you would like to obtain a Blue Envelope from the South Whitehall Township Police Department, they are available at the front desk of the police station. You may also contact Officer Bethany Adams at adamsb@swtpd.org for more information or to request one directly.
Forms are available in both English and Spanish.
Front & Back of the Envelope
Front: “Driver is on the autism spectrum,” with a note if they are verbal or nonverbal, and guidance on what to do during a stop.
Back: Tips for officers—such as using clear, simple communication, allowing extra time, avoiding surprise movements—to facilitate smoother interactions.
Contents
A printed info sheet outlining the program, explaining why a driver might struggle to respond/communicate, and listing emergency contacts or healthcare providers who can assist.
Recommendation to include copies of license, registration, and insurance inside the envelope for easy access.
During a Traffic Stop
The driver informs the officer they have a Blue Envelope, takes it out, and hands it over when asked. This immediately signals special communication needs and primes the officer to adapt their approach accordingly.
