Transportation PLAN is an initiative grown out of the South Whitehall Township Comprehensive Plan. Following the adoption of the Comprehensive Plan in March 2023, the Township identified several areas of our transportation network in need of further investigation, including traffic safety, active transportation, and congestion management. The Township is tackling these areas of further study through a comprehensive Transportation PLAN.  

Throughout 2024, South Whitehall staff worked with the consulting team at Bowman along with a diverse project Steering Committee to complete Phase I of the Transportation PLAN. This Phase is now adopted and will guide future transportation capital improvements, policy updates, and programs.

To start the planning process, the Project Team reached out to the community to better understand the challenges and opportunities of our transportation network. Public Engagement activities included meetings, surveys, and special events throughout 2024. This feedback from the public was critical to crafting the vision for the Transportation PLAN and determining recommendations.

Active Transportation all forms of non-vehicular use on our transportation network such as walking, biking, and rolling. This aspect of the PLAN looks at identifying a preferred network for "active transportation" use and developing recommendations to ensure the continued improvement of that network over time. This portion of the project is funded in part by a WalkWorks grant from the PA Department of Health and PA Downtown Center.

Addressing roadway safety is a multi-pronged approach that takes careful consideration for all road users. Following the guidelines of the National Safe Streets and Roads for All Program, this area of the plan identifies significant safety concerns on our roadways for both vehicular and non-vehicular users. 

 

Phase II of the Transportation PLAN started in 2025 with the consulting team at Kimley-Horn. This Phase incorporates the public feedback solicited in Phase I and develops data-driven solutions to more complex transportation issues in the following chapters. This Phase of the PLAN is anticipated to be completed in the second half of 2025. 

Transportation PLAN - Phase II

Building upon the tools and infrastructure design guidelines introduced in Phase I, this area of the PLAN looks at reclassifying roadways by function and surrounding character. This reclassification process will help the Township establish appropriate recommendations and regulations for different roadways in South Whitehall.

This section of the PLAN is focused on analyzing freight movement throughout the Township, specifically trucks on roads. Utilizing a variety of data sources and traffic count information, this area of the PLAN will provide recommendations on truck route restrictions and where to best direct freight movement on local roadways.

Finally after analyzing all types of transportation use in the Township (active, vehicular, freight) and determining how roads are currently functioning, this final chapter of the PLAN looks to address congestion. This area of the PLAN will provide recommendations on how best to manage congestion, while incorporating important themes from the previous chapters.
